The Hayward Police Department employs approximately 300 personnel and serves a diverse metropolitan area of approximately 163,000 residents. The median income for the city is approximately $85,000 US.
A unique feature of the department is its no-cost mental health clinic (Youth and Family Services Bureau), staffed by a team of mental health professionals. For forty years, the clinic has provided short-term adult, child, and group mental health services to city residents cost-free. Mr. Turner will discuss this unique environment where law enforcement and mental health meet for the betterment of the community.
In addition to his formal work in the police department, Mr. Turner provides a psychoanalytic perspective in management matters, and is working to integrate psychoanalytic treatment modalities in clinics like the Hayward Clinic and similar organizations where disadvantaged youth and their families can receive analytic treatment.
Scott Turner, JD, MA, is a fourth-year candidate of the Psychoanalytic Center of California. Scott is an attorney and a member of the executive management team of the Hayward Police Department in the Bay Area. Scott offers a psychoanalytic perspective on management issues and volunteers as a therapist in the department’s no-cost community mental health clinic. His work in the police department and the community was recognized with the 2021 IPA in the Community Award for Psychoanalysis and Law.
